EDUCATION - PREKINDERGARTEN - Amends and adds to existing law relating to education to provide that it is not compulsory for individual school districts to establish prekindergarten programs and that it is not mandatory for a child to enroll in public prekindergarten; to permit elementary and all other school districts to give instruction in prekindergarten; to provide the Board of Trustees of each school district the authority to provide classes in prekindergarten; and to provide that, subject to an exception, no appropriation by the state of Idaho be directed to the provision of prekindergarten services.

CLASSROOM PLACEMENT - MULTIPLE BIRTH SIBLINGS - Adds to existing law relating to education to provide for written parental request for classroom placement of multiple birth siblings, to provide that the school may recommend and provide advice to the parent regarding appropriate classroom placement for multiple birth siblings, to provide that, with certain exceptions, the school shall provide multiple birth siblings with the classroom placement requested by the parent and to provide that a parent may appeal the principal's classroom placement of multiple birth siblings.

EDUCATION - Amends, repeals and adds to existing law relating to education to revise provisions relating to certain severance payments; repealing provisions relating to early retirement incentives, to revise provisions relating to employing retired teachers and administrators; to revise provisions relating to instructional staff allowance; to provide for alternative uses of certain school building maintenance funds; to provide that school districts may offer virtual school instruction, to provide that school districts may offer a blend of virtual and traditional instruction and to provide for the counting and reporting of average daily attendance.
